What does evolution have to do with ethics?

Christians typically look to God as the source of not just moral instruction but also moral enforcement. God must deliver punishment and justice. Without God’s enforcement, what becomes of morality? Is there anything in Dowd’s manner of backing up humanistic ethics with divine revelation of natural creation that will supply what Christians desperately wants, namely that God ensures that wickedness will not go unpunished?
