How do I ensure that new window open and stay open on Explorer 7.?

I screwed around with the setting - I had it set so each time I clicked on a new thing that opened a different window the previous window(s) would stay open. I could have 8 , 9 etc windows open at one time. Now I only have one window open at a time and every time I go into something new i no longer have the old page.
