What exactly is Soft Water?

I live on the Gulf Coast in Alabama and sometimes I'll spend the night in Biloxi on a minor gambling binge. The locals call their water, 'soft water.' When I shower in it, it feels as though I can never completely rinse off the soap. As though there is glycerin in it. What exactly is 'soft water' and what gives it this property?
